Phillip Wallace, President and Chief Democratic Strategist

Phillip Wallace is a senior government affairs leader known for his political acumen, sound judgement, and track record of guiding C-suite business leaders through complex, rapidly changing environments. He most recently served as Director of Federal Government Affairs at Fortune #1 company, Walmart, Inc. (NYSE: WMT), where he was responsible for representing the company’s public policy priorities before Congress, the Administration, media, business community, and external stakeholders. For the second consecutive year, Washingtonian Magazine named Phillip one of the 500 Most Influential People Shaping Policy, recognizing him for his significant understanding of how the nation’s capital works, with the goal of getting things done. Originally from Louisiana, Phillip started his public policy career as a US Senate staffer on the Small Business & Entrepreneurship Committee under the leadership of Senator Mary Landrieu, where he worked through final passage of the Small Business Jobs Act of 2010. After his public service, Phillip went on to hold management roles at venture capital firm Intellectual Ventures, Hyundai Motor Company, and AHRI (a global trade association representing all major HVAC manufacturers) before joining Walmart in October 2019. Phillip serves on several boards, including the Corporate Advisory Committee at the Congressional Black Caucus Foundation, the Asian Pacific American Institute for Congressional Studies, the North Carolina A&T University MEA Center of Excellence, and is former Chair of the Washington Government Relations Group Foundation. He earned a B.A. degree in Political Science and Economics from the Nelson Mandela School of Public Policy & Urban Affairs at Southern University and a master’s degree from the Graduate School of Political Management at The George Washington University.

David Murray, Director and Chief Republican Strategist

David Murray has over 25 years of experience in manufacturing, telecommunications, technology and aviation policy spanning the public and private sectors. As a multi-client consultant, he has provided strategic and political counsel to companies ranging from start-ups to Fortune 500 corporations. He has held senior roles in the government affairs departments of technology and aviation-focused companies, where he advocated before Congress and other federal agencies on issues spanning intellectual property and patent protection, wireless technology/spectrum, and global manufacturing policies. Prior to serving in the private sector, David served as the Senior Advisor to the Assistant Secretary at the Department of Commerce/National Telecommunications and Information Administration under President George W. Bush. In this capacity, he managed NTIA’s work on issues pertaining to internet governance, wireless spectrum management, and the analog-to-digital broadcast transition. He also represented the United States internationally on issues relating to open and accessible spectrum auction proceedings. David started his career in Washington serving as a senior telecommunications and technology advisor for Ways and Means Committee Member Sam Johnson (R-TX).
